The rules for the use of information resources

CHAPTER 1

GENERAL PROVISIONS

1. The Rules of use of Internet resources in the reading rooms of the National Library of Belarus (the Rules hereinafter) regulate the conditions and order of use of Internet information resources in the reading rooms of the National Library of Belarus (the Library hereinafter).
2. The Rules have been developed in conformity with the current legislation of the Republic of Belarus in the field of librarianship, the Decree of the President of the Republic of Belarus “On the measures for the improvement of use of the national segment of the Internet” of 1 February, 2010, № 60 (with the following modifications and additions), the resolution of the Council of Ministers of the Republic of Belarus “On the particular questions concerning the improvement of use of the national segment of the global computer network the Internet” of 29 April, 2010, № 644 (with the following modifications and additions), the resolution of the Council of Ministers of the Republic of Belarus “On the particular questions concerning official websites of state structures and organizations and revocation of the resolution of the Council of Ministers of the Republic of Belarus of 11 February, 2006, № 192” of 29 April, 2010, № 645 (with the following modifications and additions), the Charter of the National Library of Belarus and the Code of Service of the National Library of Belarus.

CHAPTER 2

USE OF INTERNET INFORMATION RESOURCES IN THE READING ROOMS

3. All users of the Library have access to Internet information resources for search and use of reference, bibliographic, factographic and full text information for research work and education.
4. Internet information resources are available at any reading room on all user workbenches, some of which are designed for bibliographic search only.
5. All information about a user and Internet-resources they visited is kept in special file archive according to the above-listed legal acts.
6. A user can consult an assistant librarian about use of Internet information resources
7. Print and copying of information onto any kind of media is paid service performed by an assistant librarian on user’s demand.

CHAPTER 3

USERS’ RIGHTS

8. The Library users have the right to:

use Internet information resources for research work and education;
consult librarians about information search;
use WordPad text editor for processing information found on Internet;
save information to file “Briefcase” via NotePad and WordPad.
print and copy information found on Internet onto electronic media, with the help of an assistant librarian.

CHAPTER 4

USERS’ DUTIES

9. The Library users must:

  • pass their library ticket to an assistant librarian and note down the subject for information request and time of work before accessing Internet.
  • save and copy information found on Internet via file “Briefcase” only, in conformity with The Saving and Copying of Electronic Information Instruction.
  • use carefully the Library’s software and equipment.
  • observe the aforesaid Rules.

10. Forbidden:

  • accessing the Library servers and unit network equipment.
  • installing or reinstalling software tools.
  • using e-mail.
  • copying or mailing information found on Internet.
  • using Internet for advertising or commercial activity.
  • accessing online games, entertaining sites, dating sites, chats, forums, blogs, erotic or pornographic information, or any other information that conflicts with morally-ethical standards of society.
  • damaging the Library’s equipment or software.

CHAPTER 5

USERS’ LIABILITY

11. Persons who have placed any information on the national segment of the Internet bear responsibility for the contents according to the legislation of the Republic of Belarus.

12. Users assume material and legal liability for damaging the Library’s software and property, in accordance with the current legislation of the Republic of Belarus.
13. Users breaking these Rules may be prohibited from using the Library for certain term (one month, three months, or forever).
