Interlibrary Loan and Electronic Document Delivery

The National Library of Belarus (NLB) is the national, scientific, methodological and coordination center for interlibrary services and document delivery in the Republic of Belarus.

The national interlibrary loan unites all the libraries of Belarus, regardless of the departmental affiliation, composition and structure of their collections, organizational and technological features of functioning. The activities of the national interlibrary loan are regulated by the following documents:

The national interlibrary loan is part of the interlibrary loan and document delivery system (IBA and DD) of the States members of the Commonwealth of Independent States. Interaction with the libraries of the CIS member states is carried out in accordance with the Regulations on the IBA and DD system of the CIS member states and the Rules of the functioning of the IBA and DD system of the CIS member states.

The NLB is an official member of the International Federation of Library Associations and Institutions (IFLA). The association has the Document Delivery and Resource Sharing Section, which, based on international experience in the field of IBA and DD, has developed a number of recommendation documents: International Resource Sharing and Document Delivery: Principles and Guidelines for Procedure, Guidelines for Best Practice in Interlibrary Loan and Document Delivery, The IFLA Voucher ProgrammePayment System for International Interlibrary Transactions

The National Library of Belarus, as a national center for interlibrary lending and document delivery, provides services to libraries (organizations) of the Republic of Belarus and foreign countries on the basis of agreements between libraries (organizations) or guarantee letters. To place an order, please, fill in the Request Form approved by the Ministry of Culture of the Republic of Belarus, or Interlibrary Loan Request Form recommended by IFLA, and send it by e-mail or by post.

Electronic document delivery is one of the successfully developing areas of interlibrary loan service. We accept requests from citizens of Belarus and foreign countries.

IBA and DD service is provided in accordance with the Code of Service of the National Library of Belarus. The services price is fixed in the Price List: paid services provided by the National Library of Belarus.
