65 years of Belarus’ membership in UNESCO

(1954–2019)

In 2019, the Republic of Belarus marks the 65th anniversary of joining the United Nations Educational, Scientific and Cultural Organization (UNESCO). For many years, our country has maintained fruitful and dynamic relations with this international organization.

UNESCO is an important partner of Belarus in solving socio-cultural challenges, as well as a unique platform for promoting the achievements in culture, science, education, information technology, the state’s foreign policy initiatives and mutually beneficial bilateral contacts.

The Republic of Belarus attaches great importance to the cooperation with UNESCO. The country takes an active position in the governing and subsidiary bodies of the organization, makes a significant contribution to shaping its policy and agenda, participates in the development of normative documents, and initiates new fields of work.

The anniversary of Belarus’s membership in UNESCO is a landmark event and a good reason to show the results of this fruitful cooperation.

This virtual project reveals the most important areas of cooperation between the Republic of Belarus and UNESCO.

UNESCO in brief

UNESCO is a specialized agency in the United Nations system that seeks to consolidate peace, eradicate poverty, build a sustainable development and intercultural dialogue through education, science, culture, communication and information.

UNESCO was established by the United Nations Conference, held in November 1945 in London. On November 16, 1945, 37 states signed the Constitution of the UNESCO, which became the successor of the League of Nations’ International Committee on Intellectual Cooperation and its executive institution, the International Institute of Intellectual Cooperation. The Constitution entered into force on November 4, 1946.

UNESCO through its mandate performs the following functions:

  • conducting research in the field of education, science, culture, information and communication;
  • promotion, transfer and exchange of knowledge;
  • preparing international acts and recommendations in its area of competence;
  • provision of technical cooperation;
  • exchange of specialized information.

UNESCO’s strategies, programs and activities contribute to the achievement of the Sustainable Development Goals (SDGs) defined in Agenda 2030, adopted by the UN General Assembly in 2015.

UNESCO’s activities are represented by five program sectors: education, natural sciences, social and human sciences, culture, communication and information.

UNESCO’s supreme decision-making body, the General Conference, consists of plenipotentiary delegations of all Member States and Associate Members. Its regular sessions meet every two years. The General Conference determines the policies and main lines of work of UNESCO, approves the four-year program and budget, as well as the medium-term (eight-year) strategy, and accepts new member states. It also elects the members of the Executive Board and appoints the CEO. Currently, Audrey Azoulay (France) is Director General of UNESCO.

The Executive Board provides the management of UNESCO between the sessions of the General Conference. Its regular sessions meet twice a year and, acting as an administrative body, prepares the work of the General Conference and the implementation of the Conference’s decisions.

The Secretariat is the standing executive body of UNESCO.

At present, UNESCO has 193 Member States and 11 Associate Members – territories not responsible for foreign policy. The organization includes more than 60 bureaus and offices in different parts of the world.

The headquarters of the organization is located in Paris, France.

The Byelorussian SSR in UNESCO: the history of relationships

The Byelorussian SSR became a member of UNESCO on May 12, 1954. In October 1956, the inter-ministerial Commission of the BSSR for UNESCO, headed by the Minister of Culture G. Kiselev, was established by a decree of the government of the republic. The commission included representatives of science, culture, education, trade unions and youth organizations of the republic. The commission was entrusted with the duty of developing cooperation between the BSSR and UNESCO. Within the framework of the commission, committees were established for the implementation of major projects and programs of UNESCO, bringing together major specialists from various branches of science, prominent figures of education, literature and art of the republic.

As a member of UNESCO, Belarus for many years has improved awareness of its economic and cultural achievements, using the organization as a channel of communication with the world community.

The Byelorussian SSR took an active part in the implementation of UNESCO programs and projects, as well as in activities for the development and strengthening of cooperation between states and peoples.

Representatives of the BSSR participated in the overwhelming majority of conferences, meetings and symposia of UNESCO, making presentations and reports on the development of education, science and culture in the republic, making important proposals, many of which were later enshrined in UNESCO’s programs.

Sharing the accumulated experience in the development of public education, science and culture, the delegates of the BSSR provided UNESCO with qualified specialists in these fields to assist countries that had liberated themselves from colonial dependence.

With the active participation of the BSSR, UNESCO adopted a number of important international legal acts defining the basic principles of the organization and its member states in the field of education, science, culture and information.

The Republic of Belarus and UNESCO: the general issues of cooperation

After the Republic of Belarus gained independence and sovereignty in 1991, our country's cooperation with UNESCO became noticeably more active and began to develop more effectively and dynamically. This cooperation has provided an opportunity of international intellectual exchange to the institutions of science, culture and education of Belarus. They started to attract international experience, information resources, technical and other support.

Belarus has been elected to the membership of the UNESCO Executive Board five times for the periods 1989–1992, 2000–2001, 2002–2005, 2009–2013 and since 2017.

The UNESCO Directors-Generals Amadou-Mahtar M’Bow (1991), Federico Mayor Zaragoza (1998), Koichiro Matsuura (2002), and Irina Bokova (2014) officially visited our country. As a result, memorandums of cooperation were signed between the Government of the Republic of Belarus and UNESCO.

Belarus has a National Commission for UNESCO, which includes the heads of the ministries of education, culture, information, sports and tourism, the National Academy of Sciences of Belarus, representatives of the Presidential Administration of Belarus and the Council of Ministers of the Republic of Belarus, rectors of leading higher education institutions, directors of museums, and leaders of public organizations.

Since August 2013, Vladimir Makei, the Minister of Foreign Affairs of the Republic of Belarus, has been approved as Chairman of the National Commission of the Republic of Belarus for UNESCO. The working body of the commission is a secretariat under the supervision the Ministry of Foreign Affairs of the Republic of Belarus. Thematic committees on education, culture, information, science and education, youth and UNESCO clubs operate under the commission.

Cooperation of Belarus and UNESCO in education

One of the objectives of the membership of the Byelorussian SSR in UNESCO was to inform the world community about the achievements of the republic in the field of education. The BSSR participated in the Experimental World Literacy Program, the annual conferences of the International Bureau of Education and other UNESCO educational forums. Belarusian specialists participated in the drafting of the Convention on Technical and Vocational Education (1989).

Since 1991, the cooperation with UNESCO has been aimed at reforming the system of secondary and higher education of the Republic of Belarus, developing vocational education programs, and promoting continuing education.

In 1992, with the support of UNESCO, the International Higher College of Radioecology was established in Minsk (now the International Sakharov International Environmental University).

The delegations of the Republic of Belarus took part in the World Education Forum (2000, Dakar), the World Forum of UNESCO Chairs (2002, Paris), the 47th Session of the International Conference on Education (2004, Geneva), the 3rd International Congress on Technical and Vocational Education and Training (2012, Shanghai).

Belarusian scientific and educational institutions participate in the UNITWIN / UNESCO Chairs Program, the UNESCO Clubs’ Movement, and the UNESCO’s Associated Schools Project Network.

Cooperation of Belarus and UNESCO in science

The scientific cooperation of the Byelorussian SSR and UNESCO had been conducted since the early 1970s. Belarusian delegates participated in the Intergovernmental Conference of Experts preparing the International Geological Correlation Program; the Intergovernmental Conference for the Establishment of a Worldwide Scientific Information System, and a number of other UNESCO’s events.

Belarusian scientists had internships in foreign research institutions in the field of chemistry, physics, and microbiology.

The Belarusian Committee for the UNESCO’s Man and the Biosphere Program, the Belarusian Committee for the International Geological Correlation Program, the Belarusian Committee for the Slavic Project (later the Belarusian Committee for the Study and Dissemination of Slavic Cultures) were established in the republic.

Belarus was twice elected to the International Coordinating Council of the Man and the Biosphere Program (1980–1984, 2011–2015).

In 2006, as a member of the UNESCO Bioethics Program under the Ministry of Health, the republic established the Committee on Bioethics of the Republic of Belarus.

The UNESCO Chair in Radiation and Environmental Management at International State Environmental University (1994), the UNESCO Chair “Energy Conservation and Renewable Energies” at Belarusian National Technical University (1996), and the UNESCO Chair in Natural Sciences at the Belarusian State University (2011) operate in the republic.

Cooperation of Belarus and UNESCO in the field of Culture

In 1988 the BSSR acceded to the Convention for the Protection of the World Cultural and Natural Heritage of UNESCO, aimed at preserving the most valuable historical and cultural monuments and natural sites.

In Belarus there are four sites included in the World Heritage List: national park Białowieża Forest (1992), the Mir Castle Complex (2000), Architectural, Residential and Cultural Complex of the Radziwill Family at Nesvizh (2005), the Struve Geodetic arc (2005).

In 2004 the Augustow Canal, Saviour Transfiguration Church and St. Sophia Cathedral in the town of Polatsk, SS. Boris and Gleb (Kalozha) Church in the city of Hrodna, Edifices for Worship of Fortress Type in Belarus, Poland and Lithuania, Worship wooden architecture (17th - 18th centuries) in Polesye were included in the Tentative Lists of States Parties.

In 2004 the Republic of Belarus ratified the International Convention for the Safeguarding of Intangible Cultural Heritage, aimed to preserve folklore and oral traditions, shows, rituals and celebrations, skills and customs related to the nature and the outside world, as well as traditional crafts.

In 2009 the celebrated Rite of the Kalyady Tsars (Christmas Tsars) in the village of Semezhava in the Minsk region of Belarus was inscribed on the List of Intangible Cultural Heritage in Need of Urgent Safeguarding. In 2019, the Spring rite of Juraŭski Karahod was also inscribed on this List.

In 2018 the celebration in honor of the Budslaŭ icon of Our Lady (Budslaŭ fest)was inscribed on the Representative List of the Intangible Cultural Heritage of Humanity. In 2020 the tree beekeeping culture of Belarus was also inscribed on this List.

Belarus ratified the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions, the Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict and its two protocols, acceded to the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Propreties.

The Republic of Belarus was elected to the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage (2006–2010), the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions (2013–2017).

In 2008 with the participation of the National Commission of the Republic of Belarus for UNESCO, a museum exposition “The Space of Chaim Soutine” was prepared in the Smilovichi Center for Children's and Youth Creativity. It was dedicated to the artist of the “School of Paris”, born in Smilovichi C. Sutin.

UNESCO grants were used for the restoration of historical estates of Belarus: the Tyzengauz Palace in Postavy, the Zaleski palace in the Oginski Estate, Puslovsky Palace in Kossovo.

Participation of UNESCO in the celebration of jubilees and memorials dedicated to prominent cultural figures of Belarus is very important for the information dissemination about the Belarusian culture. The preparation and holding of such events includes publication of information about these figures, installation of commemorative signs, holding of conferences, exhibitions and seminars, issue of commemorative coins and stamps, creation of television and radio programs.

Outstanding cultural figures of Belarus were awarded UNESCO commemorative medals. The UNESCO's Five Continents medal, established in 1996 in honor of the 50th anniversary of this organization, was awarded to the National Academic Bolshoi Opera and Ballet Theater of the Republic of Belarus (2014), the People’s Artists of Belarus, composer Igor Luchenok and choreographer Valentin Elizariev (2016).

In 2015, the People’s Artists of Belarus Tamara Nizhnikova, Gennady Ovsyannikov and Rostislav Yankovsky were awarded the UNESCO's Victor Hugo medal for their significant contribution to the development of national culture and cultural diversity of the world.

Cooperation of Belarus and UNESCO in the field of Communication and Information

The Republic of Belarus was elected to the Intergovernmental Committee for the Intergovernmental Informatics Programme (1994–1997), the Intergovernmental Council for the International Programme for the Development of Communication (1996–1999, 2013–2017), the Intergovernmental Council for the UNESCO Information for All Programme (2001–2005).

The UNESCO Chair in Information Technologies and Law was established in Belarus at the National Center for Legal Information (2003) and the UNESCO Chair in ICTs in Education for People with Special Needs at the Institute of Information Technologies of the Belarusian State University of Informatics and Radioelectronics (2013).

The Belarusian delegation participated in the discussion of the draft strategy on the contribution of UNESCO to the promotion of open access to scientific information and research (2011).

The Republic of Belarus participates in the UNESCO’s Memory of the World Programme aimed at preserving manuscripts, archives, and book monuments. As a national part of this programme, the Memory of Belarus state programme was developed.

The international register of the Memory of the World Programme includes the Radzwills' Archives and Niasvizh (Nieśwież) Library Collection (2009), the Act of the Union of Lublin document (2017), the Documentary Heritage Related to Accident at the Chernobyl Nuclear Power Plant (2018).

UNESCO and Chernobyl

On February 13, 1990 the Presidium of the Supreme Council of the BSSR and the Council of Ministers of the BSSR appealed to parliaments, governments, and international organizations to assist the republic in overcoming the consequences of the accident at the Chernobyl nuclear power plant on April 26, 1986.

UNESCO was one of the first to respond to this appeal. In October 1990, the Executive Board of UNESCO at the 135th session decided to include a special UNESCO-Chernobyl program in the Draft Program and Budget for 1992–1993. The program had an interdisciplinary nature and covered almost all areas of the organization’s competence.

On January 9, 1991 the governments of Belarus, Russia, Ukraine, and Federico Mayor Zaragoza, Director-General of UNESCO signed the main treaty on the implementation of the UNESCO Chernobyl Programme. Initially the Programme included 70 projects (later their number increased to 84), more than 30 of them were implemented in Belarus.

With the assistance of UNESCO, Belarus was provided with substantial volume of humanitarian assistance: organization of rest and recreation for children living in contaminated areas; supplies of medicines, diagnostic and computer equipment; language training of specialists working on Chernobyl-related topics.

For the victims of the catastrophe and displaced persons, three centers for social and psychological rehabilitation were established in Pershai, Aksakovschina (Minsk region) and Streshin (Gomel region) under the UNESCO Chernobyl programme.

UNESCO experts have developed special programs for training schoolchildren in the zone of radioactive contamination, as well as a program for the preservation and deactivation of state archives from the affected areas.

Under the auspices of UNESCO, the International Chernobyl Ecological Scientific Network was created to undertake research on the environmental consequences of the disaster. As part of this network the International Sakharov College of Radioecology was opened in Minsk in 1992, later received university status.

In order to attract world attention to the Chernobyl problem, thematic telethon, exhibitions, performances by world-famous artists and public figures were held, memorable collections were created. Barbara Hendricks (1991), Montserrat Caballe (1992), Miguel Angel Estrella (1994) gave charity concerts. The UNESCO Goodwill Ambassadors, couturier Pierre Cardin and actress Witta Pohl, visited the Chernobyl zone. For his assistance in overcoming the consequences of the accident at the Chernobyl nuclear power plant, Pierre Cardin was awarded the Order of Francysk Skaryna.

In 1997 the UNESCO Chernobyl Programme was closed. In the same year a Disaster Reduction Mitigation Group was established in the UNESCO Science Sector to assist people affected by natural and man-made disasters. other regions of the world.

In 2003 it was signed the Declaration of Principles on the CORE Programme “Co-operation for Rehabilitation of Living Conditions in Chernobyl Affected Areas in Belarus” in accordance with which cooperation between Belarus and UNESCO continued in subsequent years.

In 2005 a methodological complex for teachers to ensure the health of children in the country as a whole and on safe living in the regions of radioecological control, was prepared with the assistance of UNESCO. In 2008 on the basis of this publication, within the framework of the CORE Programme, a manual for teachers of general educational institutions “Basics of Radioecology and Safe Living” was issued.

In 2018 the Documentary Heritage Related to accident at Chernobylwas included the UNESCO’s Memory of the World Programme.

UNESCO and the National Library of Belarus

For many years UNESCO has been one of the main partners of the National Library of Belarus (NLB). Using various forms of cooperation, the library actively promotes the activities of this organization as a leading international institution in the field of education, science, culture, information and communication.

At the high state level Directors-General of UNESCO Federico Mayor Zaragoza (1998), Koichiro Matsuura (2002) and Irina Bokova (2014) have visited the library.

The NLB holds meetings of the National Commission of the Republic of Belarus for UNESCO. Representatives of the commission are honorary guests and participants of library activities.

In 1995 in the framework of the Commission of the Republic of Belarus for UNESCO Director of the library G. N. Oleinik participated in the 28th session of the General Conference of UNESCO.

The NLB initiated the creation of the state program “Memory of Belarus”, which is considered as a national part of the UNESCO’s Memory of the World Programme. In 2009 the library, as the keeper of a part of the book heritage of the Radziwill family, received a certificate signed by the Director-General of UNESCO on the inclusion of the Radzwills’ Archives and Niasvizh Library Collection in Memory of the World Register.

In 1956 the library received the status of UNESCO Depositary.

In 2002 with the financial support from UNESCO a center of UNESCO and other international organizations documents was opened (today it’s the Documents of International Organizations reading room in the NLB).

In 2018 the National Library of Belarus was awarded a diploma of the National Commission of the Republic of Belarus for UNESCO for a significant contribution to the preservation of the Belarusian cultural heritage and active work in the field of international humanitarian cooperation.

Director of the library R. Motulsky in 2011, Head of the NLB Socio-Cultural Center R. N. Bukach and Head of the International Relations Section of the Public Relations Department M. V. Valchak were also awarded diplomas of the National Commission of the Republic of Belarus for UNESCO in 2019.

National Library of Belarus is going to celebrate its 100th anniversary on September 15, 2022. General Conference of UNESCO approved on its 41st session to introduce the century anniversary of the Belarussian National Library into the list of memorable dates.

The library contributes actively into the development of the worldwide culture and popularity of the organization activity by introducing the date into UNESCO calendar. Such cooperation facilitates to integration of the Belarus National Library into worldwide librarian community and allow contributing to retaining and utility of the national cultural assets.


Projects on preservation and digitization of the documentary heritage of Belarus, computerization and user information services implemented by the National Library of Belarus with the financial support of UNESCO

1993 – with financial support from the Ministry of Culture of the Republic of Belarus computer equipment was bought, which allowed automating of the main part of the library’s editorial and publishing activities;
1995 – within the framework of the project on rare books a graphic database on heraldry of Belarus including more than 1000 color and black-and-white images of the generic emblems of Belarus and adjacent territories was created;
1996 – project on on the creation of an electronic library catalog for the NLB readers was fulfilled;
1997 – local computer network was upgraded, which allowed automating of the library user service system;
1998–1999 – CD-ROM laboratory for digitizing documentary monuments of Belarus (electronic copies of about 200 manuscripts from the 16th–18th centuries were created, over 400 printed publications of the 16th–18th centuries, including 21 editions from the State List of Historical and Cultural Values of the Republic of Belarus) was open; 2004 –release of the CD on literary heritage of Belarus of 11th–mid 20th century («Литературное наследие Беларуси, XI – середина XX в.»), having included more than 1400 works of 91 authors of Belarusian literary classics;

2007 – release of the CD on e-library for pupils («Электронная библиотека – школьникам») with full texts of Belarusian and Russian literature for students of 9–11 (12) classes;
2009 – release of the electronic edition of the book collection of the Khreptovich family (“Книжное собрание рода Хрептовичей”);
2009–2010 – creation of an electronic disks on documentary heritage of the Radziwills, works by the representatives of the Radziwill family, the Radziwills’ iconography (“Документальное наследие Радзивиллов”, “Произведения представителей рода Радзивиллов”, “Иконография Радзивиллов”) within the framework of the “Radziviliana” project; 2009–2010 – release of two editions of the electronic disk on the underground and partisan publications of Belarus ("Подпольная и партизанская печать Беларуси");
2011 – preparation of the electronic resource on book collection of the Sapieha family (“Сапегиана: книжное собрание рода Сапег”);
2013 – release of the electronic publication on Jozef Ignacy Kraszewski ("Юзеф Игнаций Крашевский (1812–1887)").

Belarus and UNESCO celebration of anniversaries

Since 1956 UNESCO has been participating in the celebration of anniversaries and significant dates, which are celebrated by Member States in the field of science, culture and education, in order to give them world-wide significance. Over time this program has been expanded significantly: within its framework about 800 commemorative events have been held for more than 60 years.

With the informational, organizational or financial support of UNESCO, anniversaries of prominent figures of Belarus were celebrated: enlighteners and philosophers (F. Skaryna, Simeon Polotsky, M. Gusowsky), public figures (I. Goshkevich, T. Kościuszko, M. K. Oginsky), scientists (P. Brovka, Z. Dolenga-Khodakovsky, I. Domeyko, N. Nikolsky, I. Nosovich, V. Pertseva, N. Prilezhaeva) , writers (M. Bogdanovich, F. Bogushevich, P. Brovka, Z. Byaduli, P. Glebki, V. Dunin-Martsinkevich, J. Kolas, K. Krapiva, J. Kupala, Y. Maur, A. Mitskevich, A Pashkevich, K. Chorny), composers and musicians (S. Moniuszko, M. K. Oginsky, N. Orda, A. Turenkov, N. Churkin, G. Shirma), artists (L. Bakst, J. Damelya, N. Orda, I. Khrutsky), theater and cinema workers (G. Glebov, V. Dunin-Martsinkevich, V. Korsch-Sablina, V. Krylovich, E. Mirovich).

UNESCO has included the 450th anniversary of the Belarusian book-printing, the 50th anniversary of the Belarusian State University, the 40th anniversary of the National Academy of Sciences of Belarus, the 45th anniversary and the 50th anniversary of the Yanka Kupala National Academic Theater, the 40th anniversary of the Yakub Kolas National Academic Drama Theater, as well as the 900th anniversary of Minsk, the 1000th anniversary of Vitebsk and the 1150th anniversary of Polotsk.

In 1989 at the 25th session of the General Conference of UNESCO, a special resolution was adopted on the international celebration of the 500th anniversary of F. Skaryna in 1990.

The 150th anniversary of the birth of F. Ruszczyc and the 100th anniversary of the Belarusian State University were included in the List of anniversaries for 2020–2021 at the proposal by Belarus.
