At a seminar that took place at the National Library of Belarus on October 22, 2020 within the framework of the VII International Congress "Library as a Cultural Phenomenon" (moderators: V. Kulazhenka, Director of the Fundamental Library of the Belarusian State University, A. Sharametseva, Head of the Information Center of the National Library of Belarus), reports and video presentations were made on:

the main directions of the digital transformation of libraries in Belarus;

modernization of the complex of information technology systems for the automation of scientific and scientific and technical libraries based on cloud Web-technologies;

development of BELMARC formats, taking into account the representation of systems for identifying objects of scientific communication (DOI, ORCID, ISNI);
-
experience in introducing discovery services into the electronic catalogue of the National Library;
-
the main approaches to integrating academic content into the international system of scientific communications;
-
modernization of the services of the university library in the context of the implementation of the "University 4.0" concept;
-
creation of a system of Regional Consolidated Electronic Catalogues (RSEC) on the cloud platform of the National Data Processing Center.
The participants of the seminar (managers and specialists of university libraries, representatives of public and academic libraries, employees of research organizations, university teachers) took an active part in the work of the seminar and suggested:

to support the proposal of the National Library to create a software and hardware platform for libraries of Belarus on the basis of the technical means of the National Data Processing Center. The Platform, developed on the basis of cloud technologies and providing services to libraries of Belarus according to the SaaS model (software as a service), should contribute to the further development of the IT library sphere of the Republic of Belarus, raise the degree of automation of library processes to a higher level, unify the software of automated library information systems as much as possible, optimize the costs of equipment maintenance, software maintenance, integrate national and regional information resources both domestically and abroad, improve the quality of service for library users;

to determine the priority direction of the development of the Consolidated Electronic Catalogue of Belarusian Libraries - the formation of a single point of access to information resources of Belarusian libraries based on Discovery Service technologies, combining search by their metadata and content;

to continue the discussion of the topic of using the semantic web in the libraries of Belarus at the interuniversity conference "Management of libraries of higher education institutions".
