The seminar "Implementation of the Marrakesh Treaty to Facilitate Access to Published Works for Persons who Are Blind, Visually Impaired, or Otherwise Print Disabled by the Republic of Belarus" will be held at the National Library of Belarus as part of the 8th International Congress "The Library as a Phenomenon of Culture" on 22 October 2021.

The event has been organized by the World Intellectual Property Organization, the National Centre of Intellectual Property of the Republic of Belarus and the National Library of Belarus.

Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled for the Republic of Belarus entered into force on October 22, 2020. Its main task is to establish limitations and exceptions to copyright for the benefit of persons with visual impairments and other physical disabilities that prevent them from holding or handling a book. Copyright changes are made for the purpose of reproducing published works in accessible formats, their distribution and cross-border exchange of these works, which authorized bodies are entitled to do. In Belarus, libraries, educational institutions and public associations of people with disabilities have been designated as authorized bodies.

Representatives of the World Intellectual Property Organisation, the National Intellectual Property Centre of the Republic of Belarus, the National Library of Belarus, the Accessible Books Consortium (ABC) Global Book Service, the non-profit organization Electronic Information for Libraries, as well as teachers teaching blind students and staff from other libraries, are scheduled to speak at the seminar.

The seminar will take place in two formats – in-person and online.

Registration for the event is required by 20 October 2021.
