At its 320th session in March 2014, the ILO Governing Body decided to place a standard-setting item on the agenda of the 105th Session (June 2016) of the International Labour Conference on decent work for peace, security and disaster resilience: Revision of the Employment (Transition from War to Peace) Recommendation, 1944 (No. 71), for a double discussion, with a view to the elaboration of a Recommendation. In accordance with article 39(1) of the Standing Orders of the Conference, the Office prepared a preliminary report setting out the law and practice in different countries, together with a questionnaire, which was transmitted to member States in April 2015. Member States were invited to give their views after consultation with the most representative organizations of employers and workers. A total of 85 governments sent their replies to the ILO, most of them indicating that the most representative organizations of employers and workers had been consulted.
This report was prepared on the basis of the replies received for each question. It consists of a summarized compilation of the replies to each question, followed by an Office commentary. The proposed Conclusions appear at the end of the report.

The UNCTAD World Investment Report focuses on trends in foreign direct investment (FDI) worldwide, at the regional and country levels and emerging measures to improve its contribution to development. The World Investment Report 2016 says that the global recovery in foreign direct investment was strong in 2015, with foreign direct investment flows jumping by 38%. However, part of the growth in FDI was due to very large corporate reconfigurations by multinational enterprises, including shifting their headquarters for strategic reasons.
