Global supply chains have become a common way of organizing investment, production and trade in the global economy. In many countries, particularly developing countries, they have created employment and opportunities for economic and social development. There is also evidence, however, that the dynamics of production and employment relations within the global economy, including in some global supply chains, can have negative implications for working conditions.

Against this background, the Governing Body decided in October 2013 to place on the agenda of the 105th Session (2016) of the International Labour Conference an item for general discussion on decent work in global supply chains. This general discussion offers an important opportunity for ILO constituents to gain a better understanding of how engagement in global supply chains can contribute to sustainable development, inclusive economic growth and decent work for all.

The ILO Committee of Experts on the Application of Conventions and Recommendations publishes annually an in-depth General Survey on member States’ national law and practice, on a subject chosen by the ILO Governing Body. This year the General Survey focuses on migrant workers instruments.

General surveys are established mainly on the basis of reports received from member States and information transmitted by employers’ and workers’ organizations. They allow the Committee of Experts to examine the impact of Conventions and Recommendations, to analyse the difficulties indicated by governments as impeding their application or their ratification, and to identify means of overcoming these obstacles.

Since the ILO’s founding in 1919, gender equality and non-discrimination have been pillars of its mission to promote social justice through the world of work. As the Organization approaches its second century, it has chosen to focus on women at work as one of its centenary initiatives. Women at Work: Trends 2016 is a key contribution to these efforts and seeks to further the central goals of the 2030 Sustainable Development Agenda.

The report provides a picture of where women stand today in the world of work and how they have progressed over the past 20 years. It examines the global and regional labour market trend and gaps, including in labour force participation rates, employment-to-population rates and unemployment rates, as well as differences in the type and status in employment, hours spent in paid and unpaid work, sectoral segregation and gender gaps in wages and social protection. It also presents an in-depth analysis of the gender gaps in the quality of work and explores the key policy drivers for gender transformative change.

This edition of the World Employment and Social Outlook report is dedicated to the changing nature of jobs and the evolving workplace. Based on a wide range of international comparisons covering advanced economies as well as emerging and developing countries, the report sheds new light on the fundamental way in which employment patterns have altered in recent years. It documents the significant rise in new forms of work (including temporary, casual and part-time employment, own-account work and informal arrangements) and the decline in the standard employment relationship, characterized by open-ended, full-time jobs.

The report also seeks to understand the impacts of these emerging forms of work on productivity and income inequalities. In light of the evidence presented, it examines the critical areas of policy intervention that must adapt to this new setting in order to support job creation and mitigate the risk of growing insecurity at work. The role of social protection, employment regulations and global supply chains is examined in detail.

This report shows that decent work is paramount in the fight to reduce poverty. One key finding is that poverty has tended to decline in many emerging and developing countries, whereas it has tended to increase in the majority of advanced economies, including in terms of working poverty.

The report also examines the role that policy can play, documenting country initiatives focused on job-centred economic policies, employment programmes, enterprise development, social protection and social dialogue. Finally, the report discusses the role of international labour standards in reducing poverty and inequality.
