The thematic exhibition "Space and right" dedicated to the 55th anniversary of the first human spaceflight runs in the legal information reading room (207b) from March 28 to May 29.


The most fantastic and audacious dream of the humankind – human spaceflight – came true in the USSR on April 12, 1961.

It’s obvious that space exploration is a significant event of the global impact. That’s why 7 years later, in 1968, the General conference of the International Aeronautical Federation on the initiative of the USSR decided to declare the World Aviation and Astronautics Day on April 12, which is widely celebrated in many European countries and in the USA.

Space is being actively explored nowadays. There are nearly 20 spaceports on Earth, thousands of satellites work around the Planet, nearly 500 people were on the Orbit, space tourism is being established, the Moon exploration and an expedition to Mars are being planned. Human space activities become more diverse and large-scale. It means that legal issues which regulate these activities arebeing referred tomore often.

The international space law appeared in 1967 when the UN General Assembly adopted and opened for signature the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies. During the next decade the basis of this branch of the international law was almost formed: the main legal institutes of the space law were enshrined in 5 international UN treaties, which are important for states that explore and use the outer space.

The second generation was formed in 80–90s of the 20th century by the UN General Assembly, i.e. by the acts of the soft law. Unlikely the firm law, which norms are obligatory for states and other subjects, the soft law doesn’t create concrete law and obligations, but gives orientation, recommends one or another way of behavior.

The international space law is a dynamically developing system, which can be considered the basis of the global space security. This system has unique peculiarities and is based on the principles of safety. It also cooperates with national legislative acts, has regional peculiarities. Transformations of space activities concepts lead to the necessity of adaptation of the international space law norms to new conditions.

The exposition includes nearly 60 documents: books, brochures, periodicals, abstracts of theses in Russian and English.

The exhibition consists of the following sections:

  • The space law as a branch of the international law.
  • The history of the space law development in documents.
  • The international cooperation in space: legal issues.
  • The international and legal responsibilities of states for space activities.
  • Issues of the international law on the use of the outer space for military purposes.
  • Legal regulation of treaty relations in the space law.
  • Space, science, economy, ecology and means of communication.

The exhibition can be useful to cadets, students, postgraduates, and to a wide audience who are interested in the issues of the space law.
