On April 29, 1918, Pavel Skoropadsky, taking advantage of the protracted crisis of the Central Rada of the UPR and relying on the support of the German occupying command, officers of the former Russian army, the wealthy Ukrainian peasantry and Cossacks, carried out a coup d’état. He was elected Hetman of Ukraine at the Congress of grain-growers, which was attended by representatives of landowners and peasantry (landowners), and abolished the Ukrainian People's Republic. The Ukrainian State was established. He took the official title: "His Serene Highness the True Hetman." On December 14, 1918, Skoropadsky signed the abnegation manifesto and fled from Kiev.
