В июне – июле 2017 года Центр интеграционных исследований Евразийского банка развития в партнерстве с Международным исследовательским агентством «Евразийский монитор» провел шестую волну измерения настроений населения стран постсоветского пространства в рамках проекта «Интеграционный барометр ЕАБР». В 2017 году, так же как и в предыдущем, исследование было сфокусировано на теме интеграционных ориентаций граждан стран региона ЕАЭС. Шестая волна проекта включала общенациональные опросы в семи странах — как членах ЕАЭС, так и не входящих в Союз: Армении, Беларуси, Казахстане, Кыргызстане, Молдове, России, Таджикистане. Всего опрошено более 8,2 тысячи человек (не менее тысячи человек в каждой стране по репрезентативным национальным выборкам). В ходе исследования фиксировалась динамика общественного мнения в отношении интеграционных предпочтений (привлекательность разных стран по разным аспектам), а также анализировалось влияние на эти предпочтения различных социально-демографических и информационных факторов.

Доклад посвящен проблемам и перспективам использования национальных валют во взаиморасчетах между странами ЕАЭС. Анализ результатов специально проведенных глубинных интервью с респондентами, представляющими бизнес, регулирующие органы и экспертное сообщество стран ЕАЭС, показывает, что основные барьеры, препятствующие более широкому использованию национальных валют, носят экономический характер, кроме того, существуют политические и нормативно-регуляторные ограничения. На основе всестороннего анализа ситуации и предложений респондентов сформулированы рекомендации по усилению роли национальных валют во взаиморасчетах между странами ЕАЭС: обеспечение прозрачности и планового характера интеграции, включая повышение согласованности макроэкономической политики; разработка и реализация совместных инвестиционных проектов; развитие приграничного сотрудничества; ускорение развития и гармонизации финансовых рынков; повышение уровня защиты предпринимателей, акционеров и инвесторов; реализация программ кредитования и хеджирования операций в национальных валютах; дедолларизация капитальных операций государств ЕАЭС и их трансграничных расчетов; расширение мандата финансовых институтов, вовлеченных в интеграционные процессы. Подчеркивается, что директивный подход, направленный на увеличение доли расчетов в национальных валютах, контрпродуктивен, а позитивный результат может быть достигнут лишь путем сокращения транзакционных издержек при их использовании за счет органичного роста, укрепления экономик стран ЕАЭС и углубления интеграции.

The majority of developing countries are commodity dependent. Commodity-export-dependent developing countries derive the bulk of their export earnings from primary commodities such as minerals, ores, metals, fuels, agricultural raw materials and food. Countries that have a high ratio of commodity imports to total merchandise trade are considered commodity-import-dependent. Both forms of commodity dependence may cause potentially harmful impacts and affect all dimensions of sustainable development. Most of the developing countries that depend on commodity exports and/or imports are characterized by low human development.
The effects of commodity dependence on human development are mediated through numerous direct and indirect channels that link global commodity markets with domestic economic, social and human development conditions. Understanding these links and how they affect short-, medium- and long-term development objectives is important to inform policymaking processes. The enlargement of European-based organisations has reached a near terminal point. The Council of Europe and the Organisation for Security and Cooperation in Europe (OSCE) currently cover virtually all states of Europe (Belarus still remains excluded from the first of these). The EU and NATO have experienced extensive processes of enlargement and the scope for continuing enlargement is now limited largely to the Balkans and the European neutrals. Given this state of affairs it is now pertinent to think of a Europe characterised not by enlargement but by post-enlargement.
In International Relations (IR) conceptual thinking on Europe (as opposed just to the EU) has been undertaken using a range of scholarly tools. In this volume, attention to Europe proceeds from English School (ES) thinking, and specifically its three-fold distinction between international system, international society and world society. It is the international society element (the development/institutionalisation of shared interests and identities buttressed by rules and norms) which signifies in their most concrete form different patterns of interaction or integration between states.
