This is an updated version of the 1991 United Nations (UN) Manual on the Effective Prevention of Extra-legal, Arbitrary and Summary Executions, which, through widespread usage, became known as the Minnesota Protocol (the Protocol). The Minnesota Protocol was originally drafted to supplement the UN Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions.
Since the publication of the 1991 Protocol there have been significant developments in international law, investigative practice and forensic science. In several resolutions, the UN Commission on Human Rights mandated the Office of the High Commissioner for Human Rights (OHCHR) to update the Protocol.
To ensure that the Protocol retains its relevance and reflects these advances, in 2014 the UN Special Rapporteur on extrajudicial, summary or arbitrary executions, Christof Heyns, in collaboration with the Office of the UN High Commissioner for Human Rights, initiated a process to revise and update the Protocol.

The Trade and Development Report 2017 argues that now is the ideal time to crowd in private investment with the help of a concerted fiscal push – a global new deal – to get the growth engines revving again, and at the same time help rebalance economies and societies that, after three decades of hyperglobalization, are seriously out of kilter. However, in today’s world of mobile finance and liberalized economic policies, no country can do this on its own without risking capital flight, a currency collapse and the threat of a deflationary spiral. What is needed, therefore, is a globally coordinated strategy of expansion led by increased public expenditures, with all countries being offered the opportunity of benefiting from a simultaneous boost to their domestic and external markets.
This report argues that, with the appropriate combination of resources, policies and reforms, the international community has the tools available to galvanize the requisite investment push needed to achieve the ambitions of the SDGs and promote sustainable and inclusive outcomes at both global and national levels.

In 2016, the fourteenth session of the United Nations Conference on Trade and Development took place in Nairobi at a watershed moment for the international community. As the first quadrennial conference following the historical agreements on financing, sustainable development and climate reached in 2015, the fourteenth session of the Conference marked the beginning of implementation, moving from the decisions of 2015 to the actions and stronger role that UNCTAD should undertake going forward for the benefit of developing countries.
To deliver on the triple international commitments made in 2015, the Nairobi Maafikiano sets out a strengthened work programme for UNCTAD. At the same time, the Nairobi Maafikiano frames the new challenges the organization faces in the context of its longstanding mandate to help developing countries gainfully integrate into the world economy.
