Данное руководство было разработано в тесном сотрудничестве с заинтересованными сторонами под эгидой трех правовых документов Европейской экономической комиссии Организации Объединенных Наций (ЕЭК ООН) – Конвенции о трансграничном воздействии промышленных аварий (Конвенция о промышленных авариях), Конвенции об оценке воздействия на окружающую среду в трансграничном контексте (Конвенция Эспо) и ее Протокола о стратегической экологической оценке (Протокол по СЭО) при поддержке Европейского инвестиционного банка, ЕС банка. Комитет ЕЭК ООН по жилищному хозяйству и землепользованию также внес вклад в разработку руководства.
Целью руководства является оказание помощи Сторонам в повышении эффективности работы по смягчению последствий возможных промышленных аварий для здоровья населения, окружающей среды и культурного наследия внутри стран и в трансграничном контексте. Общее руководство (Часть А) достигает этой цели путем приведения примеров надлежащей практики и рассмотрения комплексных подходов к осуществлению положений, касающихся планирования землепользования, безопасности и опасных видов промышленной деятельности. Оно также подчеркивает значимые взаимосвязи, взаимодействие и комплементарность между этими и другими правовыми документами, включая Конвенцию ЕЭК о Доступе к информации, участии общественности и доступе к правосудию по экологическим вопросам (Орхусская Конвенция), с целью поддержки компетентных органов и специалистов по применению положений. Общее руководство дополняется техническим руководством (Часть В), которое уделяет основное внимание рискам.

This report has been prepared by the United Nations Economic Commission for Europe (UNECE) to complement the global analysis presented in the third edition of theGlobal Tracking Framework (2017 GTF), published by the World Bank and its partners. It explores the global findings in a regional context to offer further insights into regional developments, projects and concerns. Already the 2017 GTF results are a wake-up call for greater effort on a number of fronts. Increased financing, bolder policy commitments, and a willingness to embrace appropriate technology on a wider scale are urgently needed. This is no different in the UNECE region with its 56 member States located in the northern hemisphere. While examples for progress exist, overall countries need to accelerate their efforts, as there remain only 12 years to meet the 2030 Agenda.
This UNECE regional report point to the extraordinary potential that the UNECE region offers with regards to energy efficiency and renewable energy development and deployment, but notes as well the regions reliance on fossil fuels.

This publication presents the outcome of a survey among the energy efficiency practitioners on the challenges and solutions for overcoming barriers to energy efficiency investments. The primary geographic focus is the United Nations Economic Commission for Europe (UNECE) region comprising 56 member States from Western Europe, North America, South-East Europe, Eastern Europe, the Caucasus, Central Asia, Israel, Turkey and the Russian Federation.
The analysis of the survey and its conclusions and recommendations will serve as a useful tool fur energy efficiency community. Policy makers can apply the results to the situation in their countries and find approaches to improve investment climate for energy efficiency.

Within the United Nations Decade of Action for Road Safety 2011–2020, the United Nations Economic Commission for Europe (UNECE) initiated the Safe Future Inland Transport Systems (SafeFITS) project aiming to facilitate knowledge-based transport policy decision-making related to reducing road traffic injuries.
The objective of the SafeFITS project is to develop a road safety decision-making tool for national and local governments both in developed and developing countries, based on the related scientific knowledge and data available worldwide, with emphasis on recent academic research and project results. The tool is intended to assist governments and decision makers in deciding on the most appropriate road safety policies and measures so as to achieve tangible results. The model is based on historical road safety data and relations between several road safety parameters, and provides information on different road safety scenarios.

The process of creative destruction initiated by technological progress can help to transform economies and improve living standards, by increasing productivity, reducing production costs and prices, and helping to raise real wages.
TheTechnology and Innovation Report 2018: Harnessing Frontier Technologies for Sustainable Development notes that change is becoming exponential thanks to the power of digital platforms and innovative combinations of different technologies that become possible every day. This opens exciting possibilities for the democratization of frontier technologies to materialize in development solutions.
The Report proposes strategies and actions, some of them based on existing experiences in STI policy for development, and some more innovative ones to make technology an effective means of implementation of our common development agenda – nationally and globally. The Report also suggests that countries develop policies to help people navigate the transition period that lies ahead. This may require that stakeholders adapt the social contract to the new world that frontier technologies are forming.
