For a long time it was assumed that unemployment and underemployment of people with disabilities was closely interrelated to, unavoidable consequence of, the physical and mental impairments of the persons concerned. It is now recognised that many of the disadvantages they face and the fact that they are often excluded are not due to individual impairments, but rather a result of the reaction of society to that impairment. Laws and policies are part of this reaction.
These guidelines reflect the reappraisal of disability as a human rights issue. Intended for policy-makers and drafters of legislation, they have been developed with a view to assisting in improving the effectiveness of national laws concerning training and employment of disabled persons, as part of an ILO Project “Promoting Rights and Opportunities for People with Disabilities in Employment through Legislation”.

The Conference Committee on the Application of Standards, a standing tripartite body of the International Labour Conference and an essential component of the ILO’s supervisory system, examines each year the report published by the Committee of Experts on the Application of Conventions and Recommendations. Following the technical and independent scrutiny of government reports carried out by the Committee of Experts, the Conference Committee provides the opportunity for the representatives of governments, employers and workers to examine jointly the manner in which States fulfil their obligations deriving from Conventions and Recommendations.
The report of the Conference Committee is submitted for discussion by the Conference in plenary, and is then published in the Record of Proceedings.

Three Eastern Partnership (EaP) countries – Georgia, Moldova and Ukraine – signed Association Agreements with the EU in 2014. The Stefan Batory Foundation and the Warsaw office of the Friedrich-Ebert-Stiftung launched a project entitled The Eastern Partnership Revisited, focussing on these countries. The result of this project is a report comprising four articles: the Six considerations about the EaP, a general overview and three country studies. The country studies are written by Vano Chkhikvadze (Georgia), Victor Chirila (Moldova) and Hennadiy Maksak (Ukraine), each includes a profound analysis of the current state of reforms, the country-specific actor constellations and their impact on the association process, as well as specific policy recommendations for the ongoing association processes.

This volume argues that the crisis of the European Union is not merely a fiscal crisis but reveals and amplifies deeper flaws in the structure of the EU itself. Sergio Fabrini explains that the European Union (EU) is made up of member states pursuing different aims, rather than simply moving in the same direction at different speeds. He describes the alternative perspectives on the EU (an economic community an international union and a parliamentary union) that led multiple compromises in its structure and shows how the euro crisis has called them into the question. The book argues that a new European political order is necessary to deal with the consequences of the crisis. It should be based on an institutional differentiation between members states interested only in marked cooperation and those towards a genuine economic and monetary union. Such a differentiation would allow the latter group to recompose their (intergovernmental and parliamentary) perspectives into an original model of political union, here conceptualized as a compound union of states and citizens. At the same time, a revised framework of the single market, where all European states can participate, should be agreed.
