From 26 August to 31 October, an exhibition "The legal system of protection of elder people" dedicated to the International Day of Older Persons runs in the Legal Information Reading Room (room 207b).


In 1982, Vienna hosted the first World Assembly on Ageing, which was adopted by the International Plan of Action, which defined the approaches of the international community to the problem of aging. In the same year, the plan was approved by the General Assembly of the United Nations (UN).

On 14 December, 1990 the UN General Assembly in its resolution 45/106 decided to assume 1 October the International Day of Older Persons and in 1991 adopted the United Nations Principles for Older Persons (resolution 46/91).

In 2002, the Second World Assembly on Ageing held in Madrid adopted the Political Declaration and International Plan of Action which became a turning point in the strategy of building a society for all ages. First of aging were examined governments fully and comprehensively in the broad context of social and economic development and human rights. In the course of the assembly has been revised and re-approved by the International Plan of Action on Ageing, which provides for new measures in the areas of employment of older people, increase their income, improve health care, education and social security.

The aging of the people is a major problem today that calls for a reappraisal of older and radical change attitudes. The average age of the population becomes higher. According to the UN projections by the year 2025 (when the total number of population was 8.5 billion) 1.2 billion people step over sixty-year milestone.

The Republic of Belarus is home to about 2.5 million pensioners, including about 70 thousand veterans of the Great Patriotic War.

The legislative law in the field of public relations is improving and developing in order to improve the living standards of pensioners.

Issues of pensions are regulated by the following legislation: laws of the Republic of Belarus "On pensions", "On pensions servicemen, officers and other ranks of the Interior, the Investigation Committee of the Republic of Belarus, enforcement and emergency units and bodies of financial investigations", "On the professional pension insurance", "On Veterans".

Pensions for people affected by the disaster at the Chernobyl nuclear power plant are provided by the Law of the Republic of Belarus "On social protection of citizens affected by the Chernobyl nuclear power plant and other radiation accidents".

An important development is the development and adoption of the Comprehensive Program of Social Services for the period 2011–2015, providing further improve care for older people, including health.

Nowadays there is increasing importance of the Day of the elderly as an annual event which has a positive public response, while summing up done.

The exhibition includes more than 50 documents: books, booklets, periodicals in Russian and English.

The exhibition includes the following sections:

  • Protection of rights and freedoms of older people in international documents.
  • Mechanisms for the implementation of the state policy in respect of senior citizens in the Republic of Belarus.
  • The legislation of foreign countries to protect the rights of older people.

The quest tour "The road of the Great Victory"

On May 15, on the International Family Day, the National Library of Belarus was visited by members of the Belarusian Association of parents with many children in the Pervomaisky district of Minsk. They took part in the quest tour "The road of the Great Victory", dedicated to the 80th anniversary of the liberation of the Republic of Belarus from the Nazi invaders.
